Borrego Health Announces Rose MacIsaac as Chief Executive Officer

BORREGO SPRINGS, CA (July 11, 2022) – Borrego Community Health Foundation Board announced today that Rose MacIsaac will succeed Edgar Bulloch, M.D., and serve as interim Chief Executive Officer.


MacIsaac will be advancing from her role as Chief Financial Officer at Borrego Health, which she took on earlier this year. Bringing over 10 years of experience in healthcare leadership, MacIsaac previously served in a Chief Financial Officer capacity at Asian Health Services, One Community Health Sacramento and OLE Health. She will serve in this capacity while the organization conducts a search for a permanent CEO.


“I am elated for this opportunity to serve this important organization,” shared MacIsaac. “As we continue to evolve and improve as an organization, I look forward to working with everyone at Borrego Health to advance the essential care we provide to patients and communities.”


MacIsaac takes the helm from Dr. Bulloch, who has served diligently as CEO of Borrego Health. He will be stepping down as Chief Executive Officer on July 8 but will remain in an Advisory role through the end of the month. Dr. Bulloch has been instrumental in rebuilding Borrego’s legacy to deliver high-quality, equitable care. His work and vision have paved the way for a brighter future for our patients.


“I am grateful for the opportunity to have served in this role,” said Dr. Bulloch. “I feel confident that we have assembled the right executive team and Board to continue to lead Borrego Health and I look forward to transitioning things over to Rose McIsaac over the next several weeks. I am also excited to hopefully get a little more clinical time serving the OB/GYN needs of patients, including delivering more babies into the awesome, high-quality medical services that Borrego supports.”


“Dr. Bulloch was selected to step into the role of CEO because of his leadership, his dedication to serving our patient community, and his unquestioned integrity,” said Sandra Hansberger, chair of the Borrego Health Board of Trustees. “For the past 19 months in the role of CEO, Dr. Bulloch has worked tirelessly to assemble a new executive team, while making significant changes and improvements in the organization. We owe him a debt of gratitude for tirelessly working to bring about needed changes. He leaves the organization in good hands.”


“MacIsaac’s years of experience leading executive healthcare teams makes her uniquely capable of overseeing Borrego Health,” continued Hansberger. “She will be instrumental in shaping our organization’s next era.”
