Internal Changes Enable Highest Quality Patient Care

BORREGO SPRINGS, CA —The Board and leadership of Borrego Health today announced an organization-wide realignment and a new leadership team to enhance the health system’s quality of practice and service.

“Our goal is to continue to move forward with a leaner, more transparent, and quality driven organization focused on our core patient care services,” said Dr. Edgar M Bulloch, Borrego’s interim CEO. “The changes we’re announcing today are part of our ongoing commitment to our patients, communities and our valued employees to operate and lead Borrego in a fiscally responsible manner.”

“With these changes will come more streamlined operations at the clinical level for better, more efficient delivery of quality healthcare. Our new leaner leadership structure will empower our leaders with the ability to make changes needed at the clinical level to ensure that every clinic in our organization runs as efficiently and safely as possible with an emphasis on value-based care,” said Bulloch.

Among the more notable changes is a new leadership team, comprised of Corina Velasquez, as Chief Operating Officer; Sergio Bautista as interim Chief Financial Officer; Victor Madero, Chief Health Plan Officer; and interim Chief Clinical Officer Jorge Cervantes MD. Dr. Edgar Bulloch will continue as interim CEO.

Additional changes announced today to ensure long term sustainability of our clinical services are the:

  • Elimination or realignment of other top leadership positions, and a significant number of administrative positions not directly related to patient care.

  • Closure of our assisted living facility as of June 30, 2021, and the transfer of operational management of the childcare center and Frugal Coyote to other organizations this summer.

“With the funds awarded from the American Rescue Plan, we intend to stabilize our workforce at the clinical level. We are actively recruiting and hiring for all our front-line staff including medical assistants, registered nurses, LVNs, customer service representatives, call center operators and clinical providers.

As we prepare our organization for the implementation of Cal-AIM (California Advancing and Innovating Medi-Cal), our new team will focus on our relationships with health plans so that we can collectively improve quality outcomes and reduce health disparities, “continued Dr. Bulloch.

“We’re undergoing a major transformation, some of which may be difficult at first, and people will be displaced, but in the end these changes help us play to our strengths and make us a better organization for our employees, our patients and our community.
