DENTAL PROGRAM INTEGRITY

Borrego Health is committed to ensuring the fiscal integrity of the dental programs. Our Dental Leadership Team utilizes an integrated system of activities designed to ensure compliance with federal and state statutes, rules, and regulations. Activities include but are not limited to:

 

  • Perform audits by using data analytics and algorithms to ensure that various controls are operating and effective.

  • Perform Dental Peer Reviews on In-house and Contract Dental providers.

  • Conduct ongoing provider education and training

  • Provide technical assistance as needed in the development and expansion of our Contract Dental program ·

  • Identify and investigate Medi-Cal beneficiary and provider fraud, waste and abuse.

Timothy Martinez DMD

Chief Dental Operations Officer

Timothy Martinez DMD serves as the Chief Dental Operations Officer for Borrego Health. He graduated from the Harvard School of Dental Medicine in 1986 with a fiftth-year concentration in Health Care Administration. Throughout his 30 year career, he has had extensive experience in FQHC’s dental programs, state dental Medicaid administration, private practice, consultant to state Dental Boards, and academic positions at the Associate Dean level. 

Nithya Venugopal DMD, MBA

Director of Dental Program Integrity

Nithya Venugopal DMD, MBA grew up in Lexington, KY, where she obtained her Bachelor of Science Degree in Biological Sciences at the University of Kentucky. In 2005, she obtained her Doctorate of Dental Medicine from the University Of Kentucky College Of Dentistry. Dr. Venugopal spent time in private practice and also had experience working with Medicaid populations treating children in school-based settings where she gained knowledge on community and public health dentistry.​

Sara Nazco, DDS

Dr. Sara Nazco graduated from CASE School of Dental Medicine in 1990 and established herself as CEO of Modelo Dental Care, Inc. in Cleveland, Ohio. Her practice was dedicated to serve and alleviate the access to dental care of the Hispanic population on the West side of Cleveland. In 1995 she was honored as the Most Successful Hispanic Woman in Cleveland.

Effuah A. Harris, DDS

Dental Reviewer

Effuah A. Harris D.D.S. completed her dental education at Ludwig-Maximillian University of Munich (LMU), Germany where she received her dental degree (Dr. Med. Dent). She received her specialty certification in Oral Surgery at the Free University of Berlin, Germany in 1987 where she also taught as Assistant Professor for Oral Surgery and Prosthodontics, after holding a similar position at the Medical University of Hanover, Germany.​

Elias Koutros, DDS

Dr. Koutros is a 1990 graduate of New York University College of Dentistry. He graduated with awards in elderly and handicap care while spending extracurricular time studying and training in Periodontal Care. Dr. Koutros completed a one year General Dental Residency at Woodhull Hospital, in New York City, with a heavy emphasis on Oral Surgery and Operating Protocols, giving Dr. Koutros the added experience and confidence to handle difficult surgical and implant procedures. ​
