Chief Information Officer

Following graduation from Mountain Empire High School in San Diego in 1996, Dave Baldwin had a strong desire of helping others and service to the community. He joined Americorps for the following ten months where he worked hard every day to make life better for those he served.

Dave attended Coleman College in 2000 where he obtained a certificate in Computer Applications and Networking (CAN). He chose this pathway during a time where technology was a fast-growing career path. He has since participated in training and attained various certificates in software systems and network. He obtained a Project Management certification in 2008 from the Project Management Institute.

Dave has several years of IT experience having spent most of his time as a Systems Engineer building computer infrastructure and solutions using open source software and UNIX systems. Later, he became the IT Manager of a gaming resort in San Diego where he was able to participate in customer service improvements and maintain the IT systems as well as supervised direct reporting staff.

With his continued desire to work in the health care industry, Dave joined Borrego Health in 2012 as the Assistant IT Director. Following training at the Clinic Leadership Institute in 2016, Dave was promoted to Chief Information Officer. He has since enhanced the operating systems of the organization and developed a support team that is able to manage the IT needs for the organization. The development has included network improvements, data reporting upgrades, software and hardware selection and upgrades to the Electronic Health Record (EHR). He is currently making improvements in the telehealth systems and data visualization.

BCHF is a Federally Qualified Health Center and a Federal Tort Claims Act Deemed organization. The Federal Government is the primary insurer.
