Chief Development Officer

Having received an AA degree in Nursing, Cynthia Preciado began her career in the community health center service in 1975 as coordinator for immunizations and EPSDT testing. Her nursing experience further included support nurse for the OB/GYN program, Tuberculosis Coordinator, Internal Medicine, Pediatrics and Family Practice.


Cynthia worked as a case manager in the early implementation of Prepaid Health Plans and managed care programs. She spent one-year doing community nursing conducting home visits for maternal child health. In 1987, she participated in a Robert Wood Johnson grant to demonstrate the effectiveness of case management in supporting patient coordination of care for high-risk medical conditions like diabetes and newly diagnosed cancer.

For 15 years, Cynthia was the Risk Manager for a large community clinic and ran the Quality Improvement Program. In 1995, Ms. Preciado was promoted to Director of Managed Care and coordinated all of the activities for full professional risk contracts for a period of five years. She later became the Director of Care Coordination supervising a department of fifteen staff members responsible for enabling services like referrals coordination, community outreach, social services and eligibility for public programs. In 2006, Cynthia became the Director of Women’s Health Program coordinating programs to improve the outcome of prenatal care by implementing care coordination and education support programs.

In April 2007, Cynthia joined the staff of Borrego Health as Vice President of Operations. Since then, she has been promoted to Chief Development Officer in charge of clinical program development and grants.

BCHF is a Federally Qualified Health Center and a Federal Tort Claims Act Deemed organization. The Federal Government is the primary insurer.
